[AndyB] Lock thread - Allows thread starter to lock thread in selected forums.

Allows thread starter to lock thread in selected forums.

This add-on is ideal for classified forums. It allows the thread starter to lock and unlock classified threads they create. A locked thread will automatically have a notice requesting a conversation should be made if interested in the item.
