Let customer choosing for each warehouse the carrier he wants among a list during checkout process.
Choose how to present carriers in shipment part (checkout): As combinations or by warehouses.
Improve control over cart and checkout processes.
Look for products which warehouses reserved quantity don't match the global reserved quantity and fix them in bulk
Send an email for each warehouse manager (employee) after a new order is placed.
