[OzzModz] List Security Locked Users - allow users with the correct permissions to view a list of all users that are security locked

Simple addon that will allow users with the correct permissions to view a list of all users that are security locked. I suggest only allowing admins and mods this permission. This addon is a perfect companion to https://www.nullpro.net/resources/ozzmodz-security-lock-old-accounts.18868/
