Feature Improvement
Enhanced countdown timer logic to respect user group permission.
User group-specific countdown timer time now overrides the global option unless explicitly set to "Unlimited" (-1) or left unset.
Default fallback behavior ensures the global option is used when no valid user group value is provided.
Bug Fixes
Corrected a typo in a phrase on the Download Limits Overview page.
Added a missing phrase to provide clear feedback for users without a daily download limit.
Corrected behavior on Download page to ensure the button for "Limits Overview" is hidden when the feature is disabled.
Updated "Quick Info Tab Bar" functionality to handle cases where "Limits Overview" is disabled, preventing permission error when interacting with links.
