[AP] Minimum Characters for Post Count V1.1.2

• Add support for [AP] Activity/Longevity Meters
  • If the above addon is installed, the activity meters it provides will be affected by this addons character count checks.
• Allow admins to exclude user IDs from being checked
• Allow admins to exclude nodes from the character check

• Add admin option to enable/disable quoted text check
• Stop quoted text from inflating the counter
